The Fund's Management Board has adopted a document entitled "Directions for action and boundary conditions applicable to implementers of the "Active Local Government" programme in 2026."
Starting this year, we are offering new forms of support for people with disabilities:
assistance in purchasing a manual multi-position wheelchair or its necessary equipment (Area C Task 6),
assistance in replacing an architecturally inaccessible flat with a flat that meets individual accessibility criteria, located in a location that allows independent exit from the building to ground level in front of the building (Module III Task 1),
assistance to graduates in renting an independent flat that meets individual accessibility criteria (Module III Task 2).
In 2026, we will continue to provide support under the existing conditions. The exception is assistance in obtaining a driving licence, where we have increased the amount of funding. The maximum amount of funding for category B has increased to PLN 3,200, and for other categories to PLN 4,820.
The Fund is once again allocating a very large pool of money to subsidies for people with disabilities!
It amounts to PLN 306.1 million.
We are making it easier for people with disabilities to apply for assistance!
Applications for funding will be registered online in the Support Service System (SOW) – without wasting time, leaving home, queuing or facing barriers.
You can use various forms of assistance in our system when submitting your application: a wizard to facilitate the application process, a helpline, as well as a mobile assistant for persons with disabilities and a PFRON employee at SOW information points located in all provincial branches of PFRON.
The SOW system is equipped with all the necessary forms and templates.
All documents necessary to submit an application or conclude a co-financing agreement or settle co-financing can be scanned/copied in electronic form and will form the basis for the formal and substantive assessment of the application, as well as for the conclusion of the agreement and settlement of co-financing.
We have made every effort to minimise the amount of data required to register an application. A great convenience is the possibility of using the data entered in the future when applying for further support from PFRON funds.
In the rest of this announcement, we provide separate information addressed to applicants for Module I, Module II, Module III and programme implementers, and we present the programme implementation schedule.
Information for students, applicants in module II
We are continuing with the implementation of module II – assistance in obtaining higher education, which is addressed to persons with disabilities who are studying at:
post-secondary school,
college,
higher education institution (first-cycle studies, second-cycle studies, long-cycle Master's studies, postgraduate or doctoral studies conducted by higher education institutions in full-time/day or part-time/ evening/part-time or external studies, including via the Internet),
as well as to persons who have commenced their doctoral studies outside of doctoral/doctoral programmes.
Please familiarise yourself with the content of the programme, including the conditions for participation in the programme – these are contained in Chapter VI, paragraphs 2 and 4 of the programme.
Deadline for submitting grant applications
You can submit your grant application in the SOW system (https://sow.pfron.org.pl/) from 1 March 2026.
We would like to remind and encourage you – you can submit your application without leaving your home!
The deadline for submitting applications is:
31 March 2026 (for applications for the 2025/2026 academic year),
10 October 2026 (for applications for the 2026/2027 academic year).
Amount of funding
The conditions for funding are described in sections 10–19 and 21–24 of the document entitled "Areas of activity (...)" in 2026.
The amount of financial assistance for education costs (per semester/half-year) is as follows:
supplement to cover education costs:
up to PLN 1,155 - for applicants attending post-secondary school or college,
up to PLN 1,733 for other applicants,
supplement to pay the fee for conducting a doctoral programme - up to PLN 4,620,
tuition fees – the amount of tuition fees for one currently pursued form of higher education (in one field of study) – regardless of the date on which the costs were incurred; funding in excess of PLN 4,620 is possible if the Applicant's average monthly income does not exceed PLN 764 (net) per person.
